A visit to Siliguri was undertaken by Mr. Bruno Hoesli of PLANAR and a consultant for spatial development from Switzerland from November 21 to 25, 2016. He was accompanied by Mr Ramiz Khan and Mr Souhardhya Chakraborty from ICLEI – Local Governments for Sustainability, South Asia.
During the visit, the team met Mr. Asok Bhattacharya, Mayor, Siliguri Municipal Corporation (SMC); Mr Saptarshi Nag, Secretary, SMC; Mr Shankar Ghosh, Member-Mayor in Council, SMC; Mr Sonam Bhutia, Commissioner,SMC; Ms. Deepappriya, Chief Executive Officer, Siliguri Jalpaiguri Development Authority; Mr Tushar Kanti Ray, Associate Planner, Siliguri Jalpaiguri Development Authority; and Mr Jyotirmoy Sen, Sub Assistant Engineer, SMC. Site visits to the solid waste composting ground at Dabgram and the water treatment plant at Fulbari were also carried out.
Analysis of the present situation in key sectors – Transportation, Solid Waste Management, Drinking Water Supply, Sanitation & Sewerage and Storm Water Drainage was carried out. Reports on the relevant sectors prepared by the Siliguri Jalpaiguri Development Authority and the SMC were studied in detail and surveys and field visits were carried by the team with assistance from the SMC. During the visits, the current situation of city services was gauged and proposed sites of expansion/upgradation were observed. A draft “City Planning Assessment Siliguri 2016” report was prepared by the team, which included assessment of current scenario and future recommendations. This draft report was presented and discussed with the SMC nodal persons for the respective sectors, wherein their inputs were sought. These inputs were then incorporated to develop the final “City Planning Assessment Siliguri 2016” report.
